Well you have to understand the fact that monks used to be a very cool class to play. Powerful attacks and great defense.
That went away. Recently, monks were found using Copper Hammers and Delightful orbs (in a monks hands, those are deadly). Look out! We are upping the proc to 55th level min. So what proc'd for my 50th (grabing a number) level now is useless until 55. That hurts the casual player that can't spend hours getting to 55.
I agree that 35 was too low for the proc and I can't tell you what a happy medium would have been. Seems like when ever there is a nerf, monks are involved. Look at a monk now...what would possibly appeal to me as a new player? Rogues, Rangers and now Berserkers out-damage monks. LDoN removed the monks ability to pull with the need to pacify over feign. Warriors and knights more than out tank a monk. Hell, I was in a adventure just last night where the Chanter was pulling. (Nothing against that but it proves the point.)
It was just a point that if you are going to remove power from a class because you believe it is too powerful, don't go to the extreme. IMO, monks are far underpowered compaired to ALL other melee classes. This ability to pacify is just to give a monk the job of pulling back. To nerf that would be to just eliminate the class.
